Eighty percent of those who voted said, “A lack of political willpower by all parties to make tough decisions.” Another 15 percent attributed it to a “reluctance to cut supplemental food stamp programs.”

Just over 1 percent pointed to a “reluctance to cut crop insurance and conservation programs.”
